How Little Yeast to Make a Starter?

I have a partial packet, maybe 1/3 of dry Nottingham yeast leftover - I had used it to prime beer that I had sitting in secondary for quite a while. Could I just use this amount here to create a viable starter, maybe adding an extra day to get the cell count up?
 
I only make starters with liquid yeast, I don't think you should make a starter with dry yeast. I could be wrong, but I always thought that starter + dry yeast = no no
 
Why not just try it? If it fails you can get more yeast.

From what I understand it's perfectly fine to make a starter...usually a full packet of dry yeast has such a high count of viable yeast that it serves no purpose to make a starter.
 
Yes, in fact dry yeast tends to die off when opened for more than a few days, so it's a good idea.
