I was planning on sending in two brews to the aha competition but all my beer is bottled in 22oz size. Contest rules clearly state must be in smaller bottles such as 12oz. Can I re-bottle in 12oz size without compromising quality?

Short answer: No, but you might be able to minimize it.

I once rebottled a beer with a turkey baster, dropped a carb tab in the bottle, and sent it to NHC where it scored a 39 and advanced to a mini-BOS (that it did not win). You'll want to minimize oxidation as much as possible, so avoid splashing and whatnot. If you have a kegging setup, purge the 12oz with CO2 before you transfer.
