Looks like yeast rafts to me. Did you taste it? Does it taste normal or infected?
I'd guess that it's fine and you have nothing to worry about.

Scum stuff shows up on my hops bag from time to time, and makes disgusting stuff all over the place.
Does it smell terrible? Does it taste horrible? If not, then you are fine. Probably just scum from the hops. Especially at 11%.
