Any hop can be a boil hop for bittering, but typically, the ones with a higher alpha acid content are used the most. This is to minimize the amount of hops used to get the desired IBU's, thus lowering cost and amount of vegetative matter in your boil kettle. Bittering hops contribute very little hop flavor or aroma, so you can substitute at will. Willamette is a lower alpha acid content hop, but if its what you got, you can use it just fine.:fro:
