Let's do a "for instance" with EdWort's Haus Pale Ale:

Grain Bill
8 lbs. 2-Row
2 lbs. Vienna
0.5 lb. Crystal 10L

Hops
1.0 oz Cascade 6.6% at 60 min.
0.5 oz. Cascade 6.6% at 30 min.
0.25 oz. Cascade 6.6% at 15 min.
0.25 oz. Cascade 6.6% at 5 min.

If you want to convert this AG 5gal boil recipe to an extract 2.5gal boil, should you double all the hop amounts? Should you steep a half pound of Crystal 10L and use 8lb of DME?
 
8lbs of DME, give or take (i've had too rough a day to do the math)
steep the crystal

do NOT double the hops. at most, increase the bittering hops by 20% to make up for loss in utilization from the lower boil.

or do a late extract addition, and you can keep hops the same.
