Cooling Tower in HomeMade Kegerator

What are the reasons to cool the tower on an home made kegerator?

I would like to build my own kegerator from a 5 Cu. ft. chest freezer and I can't decide if the tower needs to be chilled or not.

Is it better to keep it cold for a cooler beer or seal well the save energy?

Any part of your dispensing system that isn't chilled will cause foaming when you pour and of course will mean warm beer on that first pour.
