Are you talking about hoop skirts or is this a question about brewing?

If you are doing extract brews a false bottom has no use. If you do go to all grain brewing you might want one. It will help filter the grains out of the wort.
 
why not use steeping bags?

Some people do. That process is calle brew in a bag (or BIAB). You'd have to lift the soaked grains but there's nothing wrong with this method.

False bottoms are used in all grain brewing to raise the grains from the bottom of the kettle so that water/wort can circulate efficiently.
