Steeping hops at flameout?

I've got a recipe that calls for steeping some hops at flameout for 5 mins. I'm assuming this is meant for whole leaf hops. Since I use pellets, how should I go about this. Since the pellets never come out, is there a difference?
 
Nope, no difference at all. Just add the hops, and then turn off the flame and start chilling as usual. The flame out additions add some flavor and all kinds of aroma to your beer. I always do that addition, unless I'm making something like a stout that doesn't have hop flavor.
 
I wouldn't bother with a bag, just toss the pellets in. You don't need to filter them out unless you're using a CFC or plate chiller to cool your wort. They won't cause any problems in your fermenter.
