In general wine fermentation and conditioning takes longer then brewing beer. There are "quick" wine kits out there that shorten the process and produce a drinkable product in 4 weeks but longer conditioning definitely improves the flavour. On the flip side some big beers and specialty beers can take a long time to age as well. For instance a barley wine (a very strong ale) may not hit its prime for 2,3 or more years.

It usually takes more of your time to brew beer, but beer is usually ready to drink with less aging than wine. Notice your bottles of wine in the store are usually labeled with years 1-2 years ago. Currently most wines I see are 2005-2006, that means they harvested the grapes and started the fermentation 18-30 months ago. While beers are pushed out by brewers in about a month.

In terms of actually making them, wine from a kit takes only a few minutes, not counting the cleaning & sanitization.

Federweisser is a white wine that is consumed while still fermenting. That's as fast as it gets.
 
It depends on the beer and wine... but in general wine will take much longer to aged properly. There are exceptions... if you're talking welch grape juice wine vs a 12% dark belgian then the beer will take longer.

Definitely true if you are making kit wines. For those blessed with local vines probably a wash if you factor in picking and crushing your grapes.
