Will this settle out?

My black IPA has been in the primary for about 10 days now and I was wondering if I should wait for this will settle out from the top and middle or if I should just go ahead as is.

are you transferring to a secondary? Dont be in a hurry to make the transfer. from pic you may still have active fermentation going on. the more out clears now the better you will be come bottling time
 
I was thinking about transferring to a secondary, but I think I will just ride this out in the primary. I haven't done anything dark before so all these new colors and happenings I am not sure if they are normal or what. I was thinking that the layer on top was just some residue that wouldn't settle out so I was going to send it to a secondary, but if it will settle out I will just do a single fermenter.
