Regulator Problem ??

I just received my first kegerator setup. Carbonated as recommended; 12 pounds for two weeks. Boy, what an improvement over bottle conditioning.

Attached second keg, purged, then set to 12 pounds. Checked a short time later the pressure gauge read 30 pounds. I released the pressure on the regulator, turned the screw down to 12, again it went to 30 after some hours. and again.
The corny was used but came pressurized. The funny thing to me is that every time I brought it down I had to turn the screw again to reduce the pressure. If I just relieved the pressure on the regulator it would jump back to 30./

Any ideas ?
 
Where is the regulator in the fridge or room temp? If it is cold it doesn't always work the same.
