i am doing a recipe that calls for hops at 0 minutes left in the boil. i am using a hop bag and i was wondering if i should just leave those hope in the fermenter or take them out before i add the yeast. any help would be great.

I get them thoroughly wet and then take them out. I use hops socks too to keep the trub down a bit.

If you're using a hops bag, it's easy to just remove them after the wort is chilled. If you're not, then there is no issue with them making it into the fermenter.
