Made a 5 gallon batch of stout and added 1lbs of lactose. Fg is a bit high around 1.026. I brewed a batch without and fg was 1.016. Would lactose raise it that much? Or do I have a stuck fermentation.

For some reason, .007 being contributed by a pound of lactose in a 5 gallon batch sticks in my mind. I think it's something like that, anyway. So yes, you'd be right in the ballpark.
