If I boil Rhubarb in a few cups of water, and add it to my cider do I need to add campden to the secondary?

To my knowledge you only use campden tabs to either kill lambic yeast, or to treat water with high chlorine levels, so no.

No, the boil will kill off anything that might've come in on the fruit; though you'll likely set any pectins in the fruit. Regards, GF.
