When a recipe is writen and says 15g Nelson Sauvin hops @ 12.7% (60min)
Is 60min the start of the boil and you run back to 0 mins im sure this is right
but just would like to check

Yes, the 60 min means it boils for 60 minutes. If you have more hops at 15 min, it goes like this: Add first hops, boil 45 minutes, add second hops and continue boiling for a additional 15 minutes.
