Yeast = Slow or NO GO?

So I made a double batch (10 gal.) batch of beer on Tuesday and split it into two 5 gal. fermenting buckets. The problem is that I had two smack packs and noticed that one had a hole in it when I smacked it. It never did swell much and I pitched it anyway (didn't have time to run to LHBS to buy more).

Now 3 days later and the good fermenter is bubbling like crazy and the bad one; not much or nothing. Is it too late to pitch another one today?
