I am interested in using rice hulls to help prevent stuck sparges but was wondering where is the best place to purchase them in bulk (say 10 pounds) and what is the shelf life of them. I have seen homebrew suppliers sell them but I was not sure if it was cheaper to purchase them elsewhere and if they will work as good.

I bought a bag from my LHBS. They can order anything I want - I just have to wait a week. You might start there. Rice hulls are dirt cheap. You probably won't save much by buying in bulk. I bought 3# for about $3. So to buy 10#, may cost me $10 or $9. Where you save the $$ is buying grain or extract in bullk. Keep the bag sealed - maybe vacuum pack - and you won't have to worry about shelf life.
