I'd move the 45 minute and 30 minute hops up to 5, 10, 0. There really isn't any benefit to bittering hops at 45 and 30 minutes, as you don't get their full bittering out of them, and there isn't any flavor imparted by them either. For an IPA, I only use 30 minute hops if I want to use up some hops and don't want more IBUs from them.

I'd definitely move those hops to a flavor/aroma addition and do them at 10, 5, and 0.
 
Thanks for the input on the hops. No on the yeast starter, I didnt think it was that high of an OG to warrant it.
 
Thanks for the clarification. Being new to brewing, I really didn't know which of the two it fell under. What is really the deciding factor?

I guess I will call this my overly hopped APA. Kind of like the ring of that.

I agree with Yooper on the hop additions. Your SRM looks super light, especially for an IPA...if your really looking for it to be within the IPA style.
 
I guess I shouldn't say super light, but it is a bit on the light side...I think 6-15 is about the range
 
I was shooting a little on the light side because for some reason all my beers come out darker than expected. Even with doing late addition extracts.
 
That's true, usually extract brews will come out a bit darker than AG batches. Your recipe looks good though, I'm sure it will come out great!
