Gas/Liquid Flows Freely Through Faucet

I bought my first ball lock corny keg and I'm in the process of kegging a batch for the first time. I also bought the CMB V3S faucet for serving.

So anyway, I hooked the faucet and regulator to the keg filled with cleaning solution. I set the pressure on 2 psi and open the gas valve, and the solution starts flowing freely through the faucet, no matter what the position of the handle is. I played with higher pressures but the same thing happens. When the keg is emptied, CO2 flows through the faucet.

What am I doing wrong? What might be causing this? Is the faucet not screwed tight enough (I don't have a faucet wrench so tightened it by hand)?
