I bottled a brown porter 16 days ago and put left it in my basement. However, it's about 53 degrees F in my basement. I've just come to realize (b/c i'm an idiot) that it was probably too cold for the yeast to be active and create carbonation. I popped one open today and it's basically flat.

If i move it upstairs into the bathroom and set the heater to about 70 degrees, will the yeast become active again and carbonate or is it too late? Will it take another 2 weeks?

yeah. warm it up. it will carb. the yeast are fine, they just dont do anything when you get them cold. they'll wake back up when you get them warm

That will work fine. You don't need to go crazy with the heat, but with most ale yeasts you do need to be above 65 to get things done in a reasonable amount of time.
