What is this haze on top?

I was making an oatmeal stout and it's a picture of the primary.

Note, I forgot to put gelatin/moss etc. so it might be why.


I first thought it was lactic infection, but it doesn't have the smell or the 'thin film' of infection. It goes away when I shake it, but it will appear when the wort is settled.

So this is fully fermented? Normally, I would expect more visible signs above the level of the beer after the kräusen fell.
 
If the krausen has fallen then those are just yeast rafts, stuff brought up to the surface by co2 in the trub. I have found that the surface of a beer rarely looks totally clean.
 
I'm wondering how you did a less than one gallon size batch of beer. Is that the starter for the real batch of beer. Because if so, then it is okay to not get a real krausen when doing a starter.
