There's a fella regularly posting on the craigslist in my area who does plasma cutting on kegs and pots for homebrewers. You might post an ad on CL there where you are looking for help.
 
It took me all of about 5 minutes with a cordless drill and step drill bit to drill a hole in my aluminum pot, smooth the edges, and mount a ball valve on there.
 
That looks exactly like my kettle I got from a restaurant supply store. It's great, sturdier than you could ever need, transfers heat really well, and easy to modify. The aluminum, while strong, is relatively soft, so cutting it with a good drill and paddle bit or step bit is no problem, I added two ball valves to mine.
