Strike temp in BTP

I'm sure this has been asked and answered, but I searched and can't find it. I've set up BTP with my mash tun, and calibrated it. Is the strike temp that's listed one that takes into account pre-heating, or does it assume that my tun has been pre-heated? It seems to me that a strike temp of 164 for a mash at 152 is a little low to account for pre-heating.

any thoughts?

I don't know about BTP, but Promash suggests a strike water temp of 165 at a water/grain ratio of 1.25 qts/lb assuming the grain is at 65F and the MLT is preheated.
