Adding extract late in boil

Why do some recipes have you add extract in the last 15-20 min of the boil? I know some add the LME at the end of the boil (when heat is turned off and let sit to pasteurize) to lower the boil gravity for hop utilization. But why add that late in the boil when you are still adding hops?
 
How does this affect hop utilization when you change the gravity during the boil?
