For review/critique -- Irish pipe bomb

So the normal Irish car bomb shot, bottled...I know there are other threads out there, but here's my idea:

Steep:
1# chocolate malt
1# crystal 60
.5# flaked oats
.5# roasted barley

60 min:
6# marris otter Lme
1# lactose
1oz fuggles

Nottingham ale yeast or us-04 or wyeast Irish ale...not sure yet.

While in primary for 2 weeks, soak 2 sliced vanilla beans and 4oz cacao nibs in 2 cups of jameson for 2 weeks. Put mixture in secondary vessel and rack beer on top. Leave 2 additional weeks in secondary.

Any feedback/suggestions are greatly appreciated.
