5l Mini Keg Question (and then some)

A good friend of mine gave me 4 5 liter mini kegs and a CO2 tap set up for them. He got the kegs and tap system in Germany a little while back. It's a really cool set-up and I know how to use it, but will this actually carb the beer or does the CO2 in the tapper just act as pressure to push the beer out? I guess what my real question is; If I do not use priming sugar and put the beer into the mini kegs, will they be carbonated when I pour using the tapper?
 
According to the Midwest dvd I have, you still have to prime with mini kegs because the co2 is only for pouring
 
I have over a dozen of these that I brought back from Germany.

To prime minikegs you only use 1 tablespoon of corn sugar.

If they have the built in tap on the bottom you don't need the CO2 cartridges or to use the tapper as long as you have the bung on top that turns like a key.

If the bung has a piece that you push into the keg then that one requires a tapper.
