Oatmeal Stout Extract to Partial Mash

I picked up an oatmeal stout kit, then ran across more than a few threads that suggest that the oats can't really just be steeped.

The kit has
8oz oats
4oz chocolate malt
4oz roasted barley
6lb Dark LME
1oz Fuggles

I want to minimize the number of other things I have to buy so I came up with this partial mash recipe
2lbs 2-row
8oz Crystal 40L
8oz British chocolate
8oz roasted barley
1lb oats
3lbs Dark LME
2 oz Fuggles (1oz 60 min, 1oz 15 min)

Does that look like a decent recipe, or would you suggest any changes? I'm looking to capture to mouthfeel and sweetness of an oatmeal stout.
 
Looks ok, but it will be on the weaker side for an oatmeal stout. Your looking at roughly 4%abv. I'd double your 2 row, add 1oz of northern brewer hops at 60 min and do 1oz Fuggles at 10 minutes. That would put you in the 5.5% range.
