I'm looking to do this as cheap as possible.

I've heard of people using plastic fermenters, etc.

What is the minimum equipment I need to brew beer at the 7bbl-15bbl level.

I would also be buying as much as possible used.

Any info would be greatly appreciated!

I think your best bet is to check out probrewer.com. Those guys will have way better info on the whole process, including equipment needs. They may even have some spare equipment they could sell to you.
