Would either Northern Brewer or Pearle hops be a good substitute for Challenger?

Looking to make a Russian Imperial Stout recipe but I don't have access to challenger hops. Would either Northern Brewer or Pearle hops be a good substitute for Challenger? If both, which might be better?
 
Here is the recipe:

17 lbs Pale Malt
1.5 lb Roasted Barley
1.0 lb Special B
0.75 Choc. malt
0.5 Carapils
4 oz Challenger (60 min)
2 oz East Kent Goldings (30 min)

OG 1.108 IBU 85
 
AT 60 minutes, the challenger addition won't be providing much if any flavor or aroma to the beer. I would substitute perle or northern brewer freely in place of the challenger for that recipe, with little to no change in the final product.
