I would assume that left hand milk stout is available there...but IDK otherwise.

Mackeson Stout from England is a milk stout
I doubt if you can get duck-rabbit brewery (from NC) on the west coast but they make an excellent example.
One of my favorite styles, very interesting. I would recommend keeping hops traditional english. First milk stout I made the HBS shop I went to was lacking in hop selection. Owner suggested nugget... not a good match for a milk stout.

Left hand is excellent, but I don't know if their distribution is yet up to WA.
