I got a computer fan and it has 3 wires, red, black, and white. Do I just cut the white off and use the red and black?

Hook up the wires two at a time. You will find that only one combination works. Process of elimination should get you there. An incorrect hookup won't do any damage to the fan; it will simply not run if not connected properly. There may be exceptions to this, but if so, I am not aware of any.

Isnt there three wires because it could be a multi-speed fan?

No, normally the 3rd wire is for returning the tachometer signal to the computer. If the fan has 4 wires it's variable speed via PWM.
