How much wheat makes it a wheat beer?

I just brewed a Saison. It had 20% sugars from wheat. Does this make it a wheat beer?

At what point does it become a wheat beer rather than another style when adding wheat to the recipe.

It was a partial mash, and the only extract I had was wheat extract which is 60/40 wheat/barley. If I had some other I would have used it.
 
Saisons usually have wheat in them, or oats, or spelt, or... you get the picture. So I wouldn't call it a wheat beer. I'd call it a Saison.

As for a cut off point, I would personally say that greater than 50% wheat is a wheat beer.
