I like the plugs a little better. They are easier to filter from the wort, and it doesn't look like a bunch of crap in the kettle. I just can't find them as easy as the pellets and they are generally more expensive. The hop leaves are a nice choice too.
 
Plugs are basically just compressed whole hops. They aren't much more stable than whole hops and they are much bulkier than pellets. These two factors probably drive the low availablity.
 
Personally I prefer pellets for the boil hops. They don't clog up my auto-siphon like plug and leaf.

On the other hand, I prefer leaf and plug for dry-hopping.
 
ditto. pellets soak up less wort, and are just easier to work with. more compact storage too.

and i agree, whole is better/easier for dry hopping.
