Right, so I want to use said sugar in my next IPA (approx 120IBU) to give it a little texture but haven't been able to find anything that says what turbinado will do in the boil other then "use sparingly it can give a cloying taste" what is sparingly?
 
Find existing recipes that use this sugar which gives you some idea how much to use or just skip it altogether and replace it with malt.

The new BYO has an article on IIPA's and suggests adding sugar at 10% of the grist. Turbinado is just a light, raw brown sugar. Used at this ratio it won't add any off flavors, but will "ensure a dry light malt character."
