Ok, I'm stuck with limited money, stuck using Mr Beer kit, but want to try to make a sweet brown ale in a 2 GALLON batch. How does this recipe sound (If it's garbage please tell me, maybe post a better one for me):

1lb. Amber DME
1lb. British Chocolate Malt
1lb. Crystal 40 L
1lb. Crystal 60 L

1oz. Columbus
1oz. Tettnanger

London Ale Yeast

My goal is a sweet, creamy brown ale with the lowest bitterness possible.
Am I way off?

That's way, way too much of those specialty grains. Take a look at one of the recipes for a S . English brown, and multiply everything by 0.4.

Also, that's a lot of hops for wanting low bitterness!
