frozen bines?

This week we have had cold temps at night so I covered all my new shoots with mulch/leaves but last night the high winds blew it all away and my shoots were drooping this morning. Should I cut them off and let the new ones just poking out go or is there a chance they will survive? They are 2nd year plants

I've always (for five years) cut back the first shoots from my Cascade. Don't know if it was smart or not, but I've always had flowers in August. The farms trim the entire top of the crown this time of year. They call it crowning.
 
I had several freezes and snow last year after the shoots came up. Didn't seem to bother them.

Cold, dry and windy probably dehydrated them, but they'll recover.
