It varies widely, mostly based on the style of wine the kit is emulating. You'll see about 10-14% on average.

Can you boost that % with a trick such as a little more sugar at brew time?

It's not recommended, since the kits are balanced between tannins/body/acidity and alcohol percentage.
Also, typically the lower end kits are ready to drink earlier and higher alcohol would require more time to be good (the "green" taste of beer).
