OG question - Pre and Post Boil

Does OG change from pre to post boil?

So, if I am doing a partial mash, I can plug into Beersmith the amount of grains, efficiency, and the OG that it gives me should be what I see after the mash?
 
the SG does change during the boil. during the boil water is lost which condenses the wort raising its SG. the SG beersmith gives you will be for what ever volume of water you tell it given the other factors. this is useful for calculating hops additions. keep in mind if you add any top off water this to will change your SG.
 
More specifically, If beersmith tells me 1.030 with 3 gallons water, and after my mash I have 3 gallons of wort, 1.03 should be my target?
