Would it, figuratively, change Budweiser into Sam Adams?

Roughly, it would double the color and flavor contributions.
 
No. You won't ever be able to change bud to Sam Adams. Steeping, from what I have read, gives your very little fermentable sugars, and is basically there for color and a little flavor. So to answer your question, you will get a darker color and more malty taste, but not much else. It is impossible to turn piss into something good, as far as the case of changing bud to Sam Adams.

Right. Avoiding rice in the grain bill would be a good start though.
 
The more grains the better. Doubling the steeping grains will add more color and flavor. Add some two row and do a partial mash. It is just another step to going all grain. Keep on readiing & keep on brewin'.
