Not a kolsch and not a lager.
It has not been fermented at lager temps.
When DC asked if it was lagered in any way I had to say yes, but that has nothing to do with the style.
If it helps, the beer on the left is the same style but has not been "lagered" in any way. It's the base for the one on the right (the one we're guessing).
The one on the right has received an additional treatment (what I earlier referred to as technique) post fermentation. This treatment is more commonly seen with stouts and barleywines but is not unheard of with this style.
