Making an AG Starter

I need to make a starter but do not have any DME or LME. I guess my only choice is to make an All Grain Starter.

I've read that I should keep the OG between 1.030-1.040. My question is, do I just crush some 2-row and steep in 153F water for 60 minutes? Since I really don't have a good way of lautering such a small amount of grain, do I place the crushed grain in a straining bag?
 
I've also used a coffee maker - it has a built-in sparger!

But yes, your plan should work. Just strain with a bag and a colander?
