Triple does not mean triple fermentation.

The words Single, Double, and Triple used to be used to indicate a beer's alcohol content for tax purposes.
 
The website for Duvel indicates a double fermentation.

The first fermentation occurs in a fermentation tank.

Sugar is then added and the beer is bottled.

A second fermentation occurs in the bottle.

You may also want to do some research on bottle harvesting yeast.

triple fermentation indicates the beer was in a primary fermenter, transferred to a secondary fermentor or bright tank so the beer would drop any suspended yeast or proteins remaining, then more yeast is added prior to bottling to create a third fermentation, similar to bottle conditioning where more sugar is added to feed the yeast so they may carbonate the beer naturally.
