Does carbonation in the beer affect final gravity readings?

I was taking a final gravity reading over the weekend. I siphoned some beer from the secondary fermenter to a sample cylinder to take a gravity reading at the beginning of the racking procedure into the bottling bucket. The gravity was higher than I expected, but noticed that the beer in my cylinder had some carbonation in it. I got a six point drop in gravity after shaking the CO2 out.

Should one make sure the beer is flat when taking gravity readings?

Ideally, flat and 60F. I pour the sample back & forth a few times to de-gas it. This is even more important with a finish hydrometer since the bulb is so big.
