keg spear removal

hi i need help with removing the spear from my keg. there is no retaining ring on the keg and theres no slots on the keg. and i cant get the spear to turn at all. the label on the keg reads its from canada. hears a pic of the top of the spear.

Do you have a die grinder that you could cut 2 slots at 3 and 9 to the tabs 12 and 6?

There may be tabs there, but it is hard to see in that pic angle.

If not, I would be drilling a hole into the lid, and then cutting the top off without bothering with the spear.
