Here is my take on a Oatmeal Stout after reviewing some on this site and in brew magazines. Please let me know of any changes or suggestions.

2.00 lb Oats, Flaked (1.0 SRM) Grain 17.02 %
1.00 lb Chocolate Malt (350.0 SRM) Grain 8.51 %
0.75 lb Black (Patent) Malt (500.0 SRM) Grain 6.38 %
1.50 oz Goldings, East Kent [5.00 %] (60 min) (First Wort Hop) Hops 28.1 IBU
0.50 oz Goldings, East Kent [4.00 %] (20 min) Hops 4.1 IBU

That looks very similar to my Death by Chocolate Stout recipe, only I didn't use oats and added some roasted barley. I also used Fuggles for the bittering. Ok, so it's an entirely different recipe, but here's what I think. The only thing I would do different is cut back on the chocolate and black patent malts a bit. Not much, but be aware that it doesn't take much of either of those to have a distinct effect. I only used half a pound of chocolate and a quarter pound of black patent in Death by Chocolate Stout and the chocolate flavor is definitely there. Best of luck to you and I think your recipe will turn out great.
