perfectly normal. the yeast may be finished, but those krausen from the wheat yeast don't like to drop so easily. i would advice waiting till it drops before bottling as it will only improve the beer, but you could take a sample and reading now if you don't have the time to wait.

keeping it at 65-70 should make for a tasty brew! :mug:
 
Normal for a Wit. Wheat's claim2fame is head retention. If the gravity is right and it's been a couple weeks, I'd rake it.
