i just got into homebrewing. want to make some oktoberfest beer. can i use crystal malt instead of german malt.

you can you crystal malt, but there are many other things to consider when brewing an oktoberfest. read about the style here...

Do you mean add some crystal malt to the beer? You can in small amounts, but it is not typical.
If you meant to ask if you could use crystal in place of german base malt, no you cannot, crystal malt is a different type of malt than base malt.
