soft sachets?

The tech literature from dry yeast manufacturers caution not to use sachets that are "soft".

All of my dry yeast sachets feel soft to some extent; some more so than others.

What the hey do they mean?
 
I think they mean that the product inside feels soft, as if it has got moisture in it. If it shakes and feels like sand I think you're ok.
