Lots of threads on this topic. Copper has a better heat transfer but for our purposes they both work well.
 
Yes, copper should technically be better at cooling the wort more effeciently. I doubt there would be any noticable differences in cooling times though.
 
My 25' SS chiller got my wort to 68 in 13 minutes in the last batch. Granted the tower water is getting chilly this time of year, but not bad! In summer I have to run it through a per-chiller.
