I have a 5.5 gallon batch in Beersmith and when I scaled to 11 gallons, it literally just doubles everything. Seems wrong since I would imagine that less hops are needed. Am I doing something wrong?
 
I can't think of why less hops would be needed for double a batch. Double the batch, double the hops.
 
Certainly not a pro on scaling, but I don't think it starts scaling back at 5-10 gallons. 20-30 gallons is where I would expect a small change. Won't be very noticeable if it even happens, but that would be where I would suspect your hop utilization to start changing.
